Interestingly, the
IFAB which needs to approve rule changes consists of 4 members of FIFA, and one member each from the English, Scottish, Welsh and Northern Irish Football association. Decisions need at least six votes in favour, so Fifa have a veto, but there is a big British influence on the decisions. I wonder how the British Football Associations voted on Goal-line Technology.
