It still makes it easier from a monitoring perspective. If most porn websites are going to use other TLDs for redirection, parents can just block the .xxx domain and have all the others redirect to a blank page. Porn sites get the advantage of several TLDs, while parents and workplace censors can just block out the primary domain.
The biggest problem I can see is convincing existing websites to move over. They probably get millions of visitors at their current URLs; where's the financial motivation to change?
