They start using QoS people will just complain about traffic shaping and slower speeds. The network neutrality nuts would lose the plot at the idea of prioritising some types of traffic over others.

VM don't need to employ anyone to produce something like the ALT, applying a rate limit would be very easy.

100Mbit will only start appearing during the back end of the year, it won't complete rollout until well into next year.
