Governments need an overall majority of seats (that is the as many seats as all the other parties + 1) to form a government immediately. A hung parliament is when no party as achieved that. So a government has be formed via a collation, team up with others to get a majority, or govern as a minority government but here they can have serious difficulties passing laws and a new election would be likely with a year or two.
