On the one hand, I wonder why didn't they turn up earlier.
However, some people were apparently queueing for up to three hours, so you can't blame them for being late to the polling station. It's also not the fault of voters if the polling station runs out of ballot papers, or only has one person handing ballot papers out, etc. One news item mentioned somewhere (Sheffield?) where lots of students were trying to vote, without polling cards, which then slowed it down for everyone else, causing people who did have polling cards to lose their chance to vote due to the delays.
