if it never happened in the first place then they wouldn't be made homeless.

in this country you can be classed as deliberately making yourself homeless. you are not automatically entitled to an house.
you can make yourself deliberately unemployed. you are not automaticaly entitled to any help.
the benefits system now. before you were classed as being living in poverty and by law had to have a certain amount for being in poverty. now you can have your once 'poverty' money taken off you as a punishment for not doing enough to find work.

immigrants don't get penalised for the first two.
