I can understand that. from the start you had everything 'normal' people and resources were there and things just went along with what's needed.

then you throw a big spanner in the works where people and resources had to cope and adapt to the new demand. with no real help from the government to be able to do it.

it's like a disaster strikes and you have no extra resources other than what you had before to deal with it.
