This could the beginning of something. it could be like the scheme where you chose to play the recycling game. only to be later fined for not doing it properly.
could we see it becoming an offence if a policeman finds that your property is insecure. one where if a door is found to be open you wake up to find an on the spot fine waiting for you by the kettle in the morning?
