TV programme's volume

This is one of my major bugbears of TV in Britain. Often with imported programmes, and increasingly with home-grown stuff, the adverts and trailers are an order of magnitude louder than the actual programme itself, thus forcing you to rapidly find that volume control to stop having your ears deafened by adverts that aren't interesting.

Why have broadcasting companies not heard of this wonderful technology called normalisation? Lowering the advert volume to the programme volume would be of such benefit.
