Packet loss

Past week or so I've started to experience a lot of packet loss, making playing games online impossible. I've run a pathping and the results look like this;

The packet loss seems to be at the router itself, so would that mean it needs replacing? I've tried restarting it and it makes no difference.

Any suggestions greatly appreciated
