Yup. That's why United won the league and Arsenal didn't. We're not talking about implementing a play-off so that the Premiership title goes to a play-off.

As for resting players what do you think happens now, those dull April games that are meaningless with players going through the motions would be a thing of the past. This season has been the exception rather than the rule and the PL want to give a chance for this trend to continue.
That's what a league is! Everyone plays each other twice and sees where they end up. It's not about a few games but all of them. So towards the end of the season, when most points are allocated, it can get boring for the squads not in contention but there we go. The solution is not to say "well, you've finished 4th over 38 games but now for 2 games which could dump you out of the position you ave merited over the course of the last 7 or so months.". Besides it would still make meaningless games because as soon as a team knows they are in the top 7 then why bother?

I don't think it more likely at all, Man City, Villa, Everton and dare I say it Spuds are more than capable of competing and getting to the knock out stage and preserving the 4th entry.
They are also capable of breaking into 4th then and earning the place. Not trying to stay in the top 7 to try and get the play-off spot. The money argument is rubbish because Spurs and I think Villa have spent more than Arsenal and Liverpool but fail to break though.

13% is a massive advantage over the other clubs and not an earned one imo from finishing 4th
Well it's more earned from a league system, where they have played to a standard all season, than a playoff.
