I can see that too and I would agree. The thing is if the other 16 clubs in the league decide to out-vote the top 4 and decide that one of those top 4 places should lose their Champions League spot just cos a team that finishes between 5 and 7 can get it then they have the ability to hit back.

At the moment I see at most Arsenal, United, Liverpool, City, and Spurs voting against the top 4 system since they all have a chance of finishing up there. That still leaves the 14 votes needed. All of which will vote for it because they don't have the ability to realistically hit the top 4 so would welcome this play-off system. They are much more likely to get that Champions League spot though a couple of games than a whole season.
