Your levels are fine, you speedtest is fine, not sure about trace route but doesn't look wrong to me, you are most likely going to find its congestion which will need to report it and then VM will have sort it out just don't expect a quick fix congestion related faults normally take longer to sort out, due to all the planning,part,funds and more much to take in to account.
