If there's a contract between the householder and VM then it may breach that contract, but even that is merely a civil matter between the subscriber and VM.
IMHO The channels may be FTA and the OP has that option - of receiving them via FreeSat or FreeView but there is no FreeCable. AFAIK All Virgin Media services are ONLY available when the appropriate subscription is paid. The service you are paying for is the delivery of a TV service on a PRIVATE network.

What answer do you think I would get if I asked Virgin Media to connect me to their cable network and provide me with TV M for no ongoing monthly charge? I would, of course, be willing to pay the one-off £35 connection charge.
