Anyone of a number of weather companies...It's a *huge* industry with a lot of big players.

After all, many international companies need accurate predictions of the weather to plan for future problems. Haulage companies, shipping lines.
Even our public transport companies pay for advance forcasts so they can plan the need for de-icer trains etc.
