It's possible that the network port on the PC is broke, but more likely that for some reason it is only operating at 10mbps speeds rather than 100mbps. If you have a look at the network port's properties it may tell you, or give you a setting to change the speed negotiation (look for things like duplex).
Have you really tried checking all the drivers (don't rely on Vista having found the right ones, check with the board manufaturer), delete the existing drivers before installing the new ones. If you haven't done so, make sure you've installed any motherboard (chipset) drivers from the manufacturer first as in some cases other drivers don't take properly.
