When it inconveniences a fair number of people with no way to get around it other than breaking the t&c's of the service, yes, it is.
You don't protect idiots by removing valid functionality from users that actually have a clue what they're doing. If you're dumb enough to open a random .exe and get yourself infected with a virus because you have no AV and an IQ in single digits then that's your fault and you should live with the consequences. I shouldn't have to jump through hoops renaming files and hiding their extensions because people are stupid.
It's like solving knife crime by banning the sale of all knives. Sure it might solve the problem, but what happens when I need a knife to carve a nice joint of pork!
