It's not off network, it's just a different type of last mile network that's still hooked in to VM's backhaul.
Essentially it's the same as now, except instead of the street cabinets being coax to the premises it'll be copper phone lines, and instead of docsis it's vdsl.
You'll still need to be in an area where VM has a physical presence, it won't be enough to simply have a broadband connection. The benefit of this though is it seems like VM are working with 3rd parties to provide coverage, so a 3rd party could subsidise connecting up an area, where VM wouldn't have otherwise had the funds to do so.
3rd party expansion and profit sharing on the VM network is likely to be how it's expanded in future as it makes a fair bit of sense to VM as they won't have to take on the burden of more debt.
