Yep you got it.

The meat of the story however has not changed and i see no sudden retractions to say someone got it wrong. Every now and then some council jobsworth will take offence to something and you end up with it becoming a statement of fact. This is i feel one of those cases were it will all be forgotten and taken as a big joke. The fundamental problem is that some jumped up council worker can change the rules just like that. I just wish that councils could react as quick about the real problems we have instead of taking the easy options and banning things we don't give a fly whatsit about.
