I have come to be so incensed with the hap-hazard days of collection and changing of what needs to be where, when and how & people using my bin for their own rubbish etc (and being worried I'll eventually get punished for it), I now take

) bins are and care even less. Our neighbours seem to think all bins are communal..
I'd welcome the council that would give us reductions in our council tax based on the services we use. However, I imagine there's a snowman somewhere looking forward to spending some time in Hell who has the same expectations.
