Hmmm, you don't seem to understand the culture over there...
The people doing these crimes simply don't know better as they've been brought up immersed in this culture that's passed down to them, education would break that ignorance (education isn't just about how to write your name and add 1+1...
) and make them understand that there are laws out there, that what's taught to them by relatives isn't always right..
