Update: after three more phone calls a manager agreed to send an engineer to inspect boxes etc without us having to be at home. The engineer discovered a jumper link in the junction box connecting us to another subscriber.

So all is now well. Just a shame it took a total of 6 hours of phone calls over two weeks to get it done!
