Not solely responsible for but if they haven't come out and denounced their government for their actions then they bare some responsibility. You know it'd be funny if it wasn't so tragic that any criticism of that countries policies are shot down amid accusations of racism, even when foreign Jews criticise they are labled as self loathers and the like.

Does this standard also apply to you and your country's actions? Or is it only famous people who should abide by this?
