Simple answer. Channel 62 IS in use, and is carrying the Freeview BBC Mux at high power. Channel 63 upward should be OK to use after DSO is completed.

The new channel allocation for Winter Hill is:

BBC A Ch 62
D 3&4 Ch 59
SDN Ch 58
BBC B Ch 54
Arqiva A Ch 61
Arqiva B Ch 55
