Nasa aren't the only ones capable of finding near earth objects, and they definitely wouldn't be the only ones who knew about them. There's independent observatories all over the globe that are constantly scanning the sky, one of them would definitely notice it, and they have no ties to any government so would have no benefit in keeping it quiet.
Maybe "they" have put up a huge glass cover over the planet and have painted clouds and things on it and stars so that it only looks like we can see into space.
