If he's happy with the Police service, he either lives in a safe area, and is happy the police are catching criminals, or he is a criminal and believes he won't get caught..
I tend to believe the former..

Who will then cut the service down the the minimum amount of staff they are legally allowed to have, cream off the profits and in the mean time will off load as much as they can on to the few remaining police officers. You think it won't happen? It's already happening in the NHS. Private hospitals frequently use NHS facilities and staff.
Plus, as pointed out earlier, Group 4 did a sterling job with the prisoners..
