I really do think that a lot of this behaviour stems from an absence of adequate parental control from an early age. By the time these children hit double figures they've lost any self respect they may have had and are used to doing what they want and getting their way by whatever means they feel they need to resort to. Punishing these kids, whilst necessary, doesn't solve the problem of what to do about those parents who bring children into the world and thereafter effectively abandon them to the streets, gangs and/or the 'care' of others.

Whatever happened to 'zero tolerance' and 'three strikes and you're out'?...
