Yes but that is almost exclusively medical criteria. There's far more too it than just the health. There's criminal, financial and social issues to talk about which the scientists are probably no more educated to talk about than me.
I don't like Alan Duncan but he had a point earlier when he said you have to take into account what the people want. Ultimately we put them there and where possible our views should be included. Unfortunately the middle-classes and tabloid-readers make up a larger voting demographic than the pro-cannabis lobby.
