That does slightly contrast with the massive decline in smoking in recent decades *precisely because* of things like legislation, regulation, taxation and government health campaigns. Banning it I'm not in favour of, but you've got to admit that far fewer people are smoking and therefore presumably they've accepted the reduction in tax income in return for greater public health.
