VM usually uses UKMail for letters and small packages and so the final sorting and delivery is performed by Royal Mail. I don't see that there is any pressing need for VM to justify the expense of end to end delivery by courier.
Unless, of course, they are worried that the cards will be stolen by postal workers and sold on the black market but, having said that, government data goes missing in transit by secure courier too!
