This is wrong =) VM are constantly monitoring the amount of traffic of their UBR's and are able to easily spot the ones that need to be re-segged.

the problem is they need to plan IP scopes that are going to go on each new router that is put in place, buy the kit, install it, configure it (which means working out what frequency ranges are going to go on each upstream so that there are no conflicts) and test it before putting live customers over on it. This is not a simple process and takes a lot of planning.

As far as I know there is a re-seg happening pretty much all the time...
