Rosberg crossing the white line was a harsh penalty, but the rules state its an automatic penalty and you can't go ignoring the rules.

The time delta incident afaik doesn't incur an automatic penalty but requires a stewards investigation. If the driver can not see the time delta, it's unrealistic to expect him to go slower than it so they went off telemetry to make sure he slowed down, which he did, and so it was determined he did all he could / was necessary. I think in his short interview with the BBC he said the amount he was off by was only a small amount and so it's unlikely he did drive too fast at any point.
