Generally debt linking has to have something - time at that or another address, surname, Date of Birth - that matches the account with the debt on before it is linked and services restricted.
There should be notes on the account explaining how the debt has been linked and for what reason. If the OP can prove that these methods of linking are false then everything will be resolved. If the agents the OP speak to can't work out what is going on there is an internal office - Consumer Underwriting Service - that can be contacted for clarification
Although on the flip side there are occasions where a linked debt isn't actually for the address where the services are - it's just that moving house has triggered a debt search on the computer system
Virgin have worked out that there are A LOT of people that owe ntl money from old addresses. Just because ntl were bad at chasing, doesn't mean Virgin are going to be. Also although a debt may roll of a Credit file in 7 years, doesn't mean that it is wiped completely

Maybe, the OP could PM you his account number etc and you could "clarify" his sitatuon?
