You shouldn't be charged that much for GPS. The iPhone (by default) uses assisted GPS to get faster lock ons. This requires that a little data is sent to a data centre, and a little data is received. If you turn off the Assistance (although I have no idea if you can do that on the iPhone), you won't be charged anything, but the GPS will take several minutes to lock on.
