A driver allowing another one to pass isn't against any rules, where as a team ordering a driver to do the same thing is.
Team orders probably do exist and are probably within a drivers verbal briefing pre-race (like this NPjr incident), but it's hard to prove otherwise

But what were there positions pre-accident? The race results would have been very different if the pit-stops had been held in a time other than a safety car incident.
Might see if I can find the race to download and see what the positions were
