no, it's a urlfilter.ini file, liek you can create yourself if you can be arsed by manually blocking sites. with this one you'd need to dl a new version every now and again manually, unlike the mozilla compatible adblockplus which does all the hard work for you
the .css file there fixes the formatting issue.
it's not quite as good as adblockplus, but it's better than nothing or IE
