You are probably wrong. I have used Outlook and Outlook Express since they started: the first for email and the second for news reading. I have had many different ISP's but Virgin\Telewest\United Artists and is the only one that has had problems with Outlook. My guess is that is because it was started by the Denver Cable Company (1984) and started with US webmail and has never properly migrated to Pop3
