Have to disagree with this, won't it create a problem whereby the clubs in the bigger population centers have an advantage over those that do not. What about players who live outside a 60 mile radius of a big club? I think any players should be able to play, be brought, and signed for training regardless of age, nationality or location.

It's certainly not only down to the training you get. Lots of people go though the same youth systems year after year and only a few gems come out of it.
I quite like the idea of the best players in the world coming to the Premiership anyway, makes my ticket purchases and Sky Sports subscription seem better value.
