Yes, I believe so. They do get minimal compensation although this pales into insignificance compared to the investment these clubs spent on the players development. Basically the big clubs use the small ones as their youth training system and then directly buy the player from under them. UEFA need to sort that out otherwise what incentive will these clubs have in youth academies? It's not like the Big Clubs cannot afford a fair fee for these small clubs who defiantly need the cash, trying to screw a small club out of cash is pretty underhanded.
