It's a bit of misguided journalism by the looks of it. Of course the fibre ring does have a finite amount of bandwidth depending on what kit is terminating it however this kit is upgradeable if required. At the moment it's used to supply connectivity to multiple tenant units and businesses, unless you have big pockets you can't connect your detached house to it...
