Only for ITV, all otehr channels itv 2, citv itv hd ar enot bound by those regulations
my guess is itv are part of the freesat group made a commintment to make it freesat exculsive for a x period of time to try get peope to sign up since it wouldnt be on sky, i dnt think they really care about it being on cable or freeview as it isnt seen a threat to freesat but sky is
acutally bbc are under no obligation to provide cbbc bbc alba etc to everywhere else only the terristal channels ie bbc 1 and bbc 2 i dnt think they have to for bbc hd but i could be wrong, but it is in ther ebest interest to have it in as many platofrms as possible
