Not surprisingly that article is a pile of horse ****. I have no idea if immigrants have been taken on but the requirement to speak English is paramount as that's the only language the advice will be available in. During training it was asked if other languages would be on offer and we were told no, as this is an emergency line which has been rushed out so as a result there will only be one language. Even if the operator can speak another language, they must only use English.
Anyway, for adults the accepted forms of identification are:
Full driving licence
Paid utility bill (not older than 6 months)
Building society/national savings book
Cheque guarantee/credit/debit card
Cheque book
Credit card statement (not older than 6 months)
Council tax payment book
Birth/marriage certificate
Passport/european ID card
Military ID
Standard acknowledgement letter issues by the Home Office for Asylum Seekers
Child Benefit letter
NHS card/number
And for children...
NHS card
Parent held record (red book)
Passport
Birth certificate.
