I'm not in favour of caning or belting of children like there was previously. However, I do think that as an ultimate deterent the head teacher or rector should be allowed. The use of this would have to carefully monitored and be employed only after all other attempts at behaviour correction have failed.

I would hope that it would never be used but may be a useful tool for stressed teachers to threaten the continually unruly students with.

A half an hour waiting outside the rectors office wondering whether a decision to cane or not is being debated might do more to concentrate some minds than any other discipline currently available to teachers.
