There's also the DigitalRegion Project in South Yorkshire that is still in its infancy but looks at providing next generation access (fibre) to Doncaster, Barnsley, Rotherham, Sheffield areas, connecting every home/business to it.
They have been trying to find an ISP for ages now and no one wants to work with them.
