All my comps see each other and we can all share files, although it did take a lot of messing about. Vista's meant to be easier to configure sharing but I found it easier on XP.
Perhaps try the Vista troubleshooter.

I have tried diagnose connection problems and windows cant find a fault.
as they say vista is meant to be easier but with out changing anything I can get it too work on a network in another house. I seems to me that it is the router that is at fault and not a set up problem with the PC.

Also in router page at WAN setup netgear got me to change the MTU size from 1500 to 1450 then to 1400.
at 1450 that is where Upnp is showing as available but no network traffic. at 1400 or 1500 upnp is not available
in Upnp portable mapping I am only shown one active port. But I have 3 Pc's accessing the internet at the time. So it seems port mapping is not working properly. either
