You don't need viewing figures for a HD channel though.
The only reason viewing figures are important are for ad revenue, HD channels don't generate more ad revenue, people without the HD version will just watch the SD one, so you don't gain any audience to generate any extra revenue from offering a HD version (the people who won't watch SD are VERY rare, so are pretty insignificant).
There's a huge difference between an HD simulcast of a channel and a completely different channel, sky proved with the sky basics debacle that they need to offer their channels on VM, but they know they don't need to offer their HD varients because it brings them zero extra ad revenue, people just watch the SD ones instead.
