Sloppy marketing-speak, to be sure, but the clear implication is that TV On Demand is an inherent part of your subscription, but only contradicted, (as I already stated), when one reaches the level of detail YOU reference.
Not sloppy marketing speak at all.

There is more than one section to tv on demand. You have catch up TV on demand, TV choice on demand, and virgin central.

Of those two are included in M, and tv choice on demand is chargable, and it's clearly said so on the product page.
