Where rehabilitation is a realistic possibility then fine although i would limit it to non or minor violent crime only and would never apply it to murder. Trouble is, in the eyes of the trough snouters, it's not cost effective to build more prisons. It's much more cost effective to release the murderers into the community. Who knows there next victim might also be a benefit recipient. Lovely Jubbly even more to fill the trough with.
