I don't think any ISP has the best modem as however good the modem is, it depends on the quality of line it is connected to, the broadband speed the user has, the number of people on the street sharing services, etc.

If all that is put aside, I'd say it would be one of the newer modems with the latest docsis, firware, etc, but it all depends on whether the network provider is using these features.
