In that upgrading hundreds of 2Mbit customers who are sharing 38Mbit to 10Mbit is an incredibly bad idea from the capacity point of view yes. Doing the uplift without the bucket load of extra capacity the DOCSIS 3 upgrade gives is suicidal.
Not that it's impossible of course
but with Virgin's average node size it doesn't seem wise to me.
